with Levels 1, 2, and 3 not physically incarcerated within a Department facility. Level 4 facilities house offenders who are on a work-release program in preparation for their release back to the community or who are enrolled in one of the Department’s Substance Use Disorder programs. Level 5 facilities house the Medium to High-Risk offenders serving extended sentences who may also be enrolled in a Substance Use Disorder program. Each of the Level 4 and Level 5 facilities has a medical area staffed
by contract provider medical personnel. On average there are approximately 6,500 offenders housed in the 11 facilities of the Department, approximately 23 percent of which are pre-trial detainees. While the pre-trial detainees and sentenced offenders remain separated from each other, the scope of medical care provided to each group is the same.
The Bureau of Correctional Healthcare Services has contracted for the direct patient care of the offenders and the Bureau oversees the provision of medical services and pharmaceutical services
to the offenders. This oversight function ensures the contract provider’s compliance to the medical standards promulgated by the National Commission on Correctional Health Care (NCCHC) and the American Correctional Association (ACA) who are the national accreditation bodies for correctional institutions. FACILITIES MEDICAL SCOPE OF CARE
The medical units of each of the four Level 5 security facilities include a main clinic capable of a full range of primary
care services, laboratory, basic imaging capabilities, and negative pressure Airborne Infection Isolation room to house those suspected of being admitted with active tuberculosis specialist.
Howard R. Young Correctional Institute (HRYCI) is a Level 5 security all-male facility in which the staff of the medical unit provide initial screenings in the Receiving and Booking area; primary care medicine through Sick Call and Chronic observation, opiate and alcohol withdrawal monitoring and
treatment, and Psychiatric Close Observation; and general dentistry for restorations and extractions. HRYCI provides mental health evaluations and treatment and substance abuse treatment through the Key North and the 6 for 1 Programs.
Baylor Women’s Correctional Institute (BWCI) is a Level 5 security all-female facility in which the staff of the medical unit provide initial screenings in the Receiving and Booking area; primary care medicine through Sick Call and Chronic Care appointments; pre-natal and post-natal care for pregnant opiate and alcohol withdrawal monitoring and treatment,
and Protective Close Observation; and general dentistry for restorations and extractions. BWCI also provides mental health evaluations and substance abuse treatments through the Key Village and the 6 for 1 Programs.
James T. Vaughn Correctional Center (JTVCC) is the largest Level 5 security all-male facility in the state with the largest for the incarcerated male population. The medical unit staff provide initial screenings in the Receiving and Booking area; primary care medicine through Sick Call and Chronic observation, opiate and alcohol withdrawal monitoring and treatment, and Psychiatric Close Observation; and general dentistry for restorations and extractions. JTVCC provides mental health evaluations and treatment and substance abuse treatment through the Green Tree Novo Program.
Sussex Correctional Institution (SCI) is a Level 5 security facility which is primarily all-male; however, it does house female detainees in the Pre-trial area until transportation can be arranged to an all-female facility. The medical unit staff at SCI provides initial screenings in the Receiving and Booking area; primary care medicine through Sick Call and Chronic observation, opiate and alcohol withdrawal monitoring and treatment, and Psychiatric Close Observation; and general dentistry for restorations and extractions. SCI also provides mental health evaluations and treatment and substance abuse treatments through the Key South and Green Tree Programs.
