been duly mailed, be suspended from membership in this Society until such time as the current dues are received. Reinstatement will occur for that dues year only when the records in the  dues for physicians newly elected to active membership after
July 1 shall for the year of their election be one-half of the annual dues for a member of that category will be billed according to established guidelines set by the Committee on Membership and approved by the Executive Board.
   
ARTICLE III - Membership
Section 8 – Dues and Special Assessments
(h) Current or pending member physicians practicing medicine 20 hours a week or less may request a partial dues exemption annually through the Committee on Membership, which makes   equivalent to 50 percent of the Regular Membership dues rate. No other discounts or reductions will apply. The practice of  utilizes the physician’s knowledge, training, and years of  non-clinical activities.
The Bylaws Committee concurred with the Government Affairs Committee’s recommendation and the Bylaws Committee’s recommendation was adopted by the Council. This adopted recommendation dissolves the Pharmacy Subcommittee, for which the Government Affairs Committee has oversight.
Many years ago, the Pharmacy Committee was involved in discussions about the State’s Medicaid drug formularies and similar issues. Since that time, the Pharmacy Committee has not been active and has not met for many years. Under the committee restructuring that took place in 2013, there was thought to be value in keeping the Pharmacy Committee intact
at that time and, hence, it was placed under the oversight of the Government Affairs Committee, as any agenda of the Pharmacy Subcommittee would most likely deal with regulations or laws within the State of Delaware. The State has in place its own commissions and committees to discuss pharmacy/prescription drug/medication issues, on which various physicians serve, and the state has also reacted in certain instances to create task forces and such to address issues that arise from legislative processes and general concerns.
ARTICLE XI - Committees of the Society
Section 18 - Government Affairs Committee
The Government Affairs Committee shall be considered a
parent committee of the Pharmacy Subcommittee organized as  The Government Affairs Committee will be composed of not less than 7 members to include the chair of the committee, the Society’s President, President-Elect, Vice President, the Executive Director, a representative from the AMA Delegation, and at least one representative from a specialty society that has a particularly active governmental affairs program. The members of the Government Affairs Committee shall be charged with building relationships with legislators, providing a regular and consistent presence at Legislative Hall when the Legislature is in session, and testifying on health care issues on behalf of the Medical Society of Delaware. The committee will also be responsible
to develop and draft legislation for the Society, oversee the legislative and regulatory efforts of the Society, and shall take direction from the Society’s Council and Executive Board as necessary. The chair of the committee shall be a regular member of the Executive Board and the Delaware Medical Political Action Committee Board of Directors.
The Government Affairs Committee shall oversee the Pharmacy Subcommittee, which generally addresses pharmacy-related issues that affect physicians and patients, as well as keeping abreast of pharmaceutical issues arising from the State’s Medicaid program and drug utilization review.
