OBITUARY
Upon leaving NCI in 1987, he joined the Division of Public Health of the Delaware Department of Health and Social Services (DHSS) for eight years. He developed a cancer registry for the State of Delaware and served as the Director for Chronic Diseases for the state. Beginning in the mid-1990s he also served as medical director of the South Jersey Regional Cancer Center and  for that organization. From 1989 to 1997, he served as a surveyor for the American College of Surgeons reviewing cancer programs throughout the U.S.
Dr. Frelick also had extensive teaching experience in schools
of medicine and nursing. He served as a lecturer, assistant professor, and honorary clinical professor at the University
of Delaware, Temple University, and the Jefferson Medical College in Philadelphia. With an insatiable appetite for learning, he published numerous professional papers and participated actively in medical meetings and conferences.

New Castle County Medical Society, the Medical Society of Delaware (President in 1980-81), and the Society of Surgical Oncology (formerly the James Ewing Society). He was a Fellow of the American College of Physicians, having served as its governor for Delaware from 1975 to 1980 and the American School Health Association. At the time of his death, he also held memberships in the American Public Health Association, American Association for the Advancement of Science, the American Society of Clinical Oncology, and the Association
of Community Cancer Centers (President in 1979-1980, board member from 1974 to 1982, and liaison to National Cancer Advisory Board). With the Medical Society of Delaware,
he served as chairman and/or member of the Committee on Aging and Disabilities, the Committee on Ethics, the School Health Committee, and the Environmental and Public Health  Dr. Frelick served in a volunteer capacity with many national, state, and community organizations. Among the many groups he devoted time to were the Delaware Council on Gambling Problems, Drug-Free Schools (a subcommittee of the State School Health Advisory Committee), the Delaware Division
of the American Cancer Society, and the Health and Safety Committee of the Delmarva Boy Scout Council, which named
him as Citizen of the Year in 1981. In 1978 he volunteered with CARE Medico to provide medical care in Kabul, Afghanistan and in 1998 he was part of a medical team sent to Honduras following an earthquake. He served on the CARE Medico Board of Directors and later CARE Executive Committee from 1986
to 1991. Dr. Bob and Jane provided homestays for a number of foreign students and international visitors. In the late 70s they sponsored a refugee family from Afghanistan that emigrated to the U.S. The Rahmans became members of the extended Frelick family, remaining close to Dr. Bob and Jane. In his 60s Dr. Bob became a licensed airplane pilot, becoming an instrument-rated  events throughout the country.
Dr. Bob and Jane celebrated their 72nd wedding anniversary
in January of this year. He is survived by his wife Jane Hayden  Goekler (married to Mac Goekler) of Rehoboth Beach Del.,
Alcy Ruth Frelick (married to Bill Martin) of McLean Vir., Sara Jane Frelick O’Byrne (married to Terry O’Byrne) of Wilmington Del., William Hayden Frelick (married to Helen Lann) of Columbia Mar., and Robert Scott Frelick of Wilmington, Del.; nine grandchildren (Jim Wooley, Krista Wooley (Register), Hayden O’Byrne, Ellie (O’Byrne) Anderbyrne, Claire O’Byrne, Victoria Martin (Teague), William Martin, Talya Frelick  Curtiss, Lucas Wright, Rivka Anwander, Robbie O’Byrne, and Annika Anderbyrne). Also surviving are a sister, Delma Frelick Burgess, and two brothers, Douglas Scott Frelick and John Paul Frelick. He was predeceased by one sister, Mary Frelick Tripp.
A memorial service in celebration of his life was held September 23rd at Westminster Presbyterian Church, Wilmington, Del. The family requests memorial gifts to the Delaware Academy of Medicine or the Helen Graham Cancer Center in the Christiana Care Health System.
