T
he Baltimore Port Alliance (BPA) Environmental Committee offered a program
about the North American Emission Control Area (ECA) on April 19. Representatives
from the U.S. Environmental Protection Agency, the World Shipping Council and the
U.S. Coast Guard participated in the presentation.
The North American ECA, under the International Convention for the Prevention of
Pollution from Ships (MARPOL), went into effect on August 1, 2012, requiring stricter controls
on emissions of sulphur oxide (SOx), nitrogen oxide (NOx) and particulate matter for ships
transiting within 200 nautical miles off the coasts of the United States and Canada. Commercial
vessels operating within the ECA must use fuel oil of a lower sulphur content of no more than
1.00 percent by weight, falling to 0.10 percent on and after Jan. 1, 2015. The U.S. Coast Guard
began enforcing the rules on August 1, 2012.
The presentation was part of the regular, monthly BPA general membership meeting; the
meetings are held at the Association of Maryland Pilots office on Dillon Street in Baltimore.
The informative presentation dovetailed with a key committee objective to identify emerging
regulatory issues facing the seaport industry and periodically update the BPA membership.

celebrated its 125th
birthday with a party on
Feb. 23.
Dating back to the late
1800s, the neighborhood
got its name from a
railroad station built
by the Baltimore and
Sparrows Point Railroad
on land belonging to
Joshua Turner in 1888.
Turner Station celebrated
its birthday during Black
History Month with a
luncheon at the Sollers
Point Multi-Purpose
Center. The event was a
fundraiser for the Turner
Station Conservation
Teams.
Last April, the
Baltimore Port Alliance
(BPA) Environmental
Committee joined
the Turners Station
Conversation Teams in
a cleanup of land along
a tidal inlet near the
new Sollers Point Multi-
Purpose Center.
